P3R3 Global – A Platform for Health System Resilience

P3R3 Global is an initiative that brings together people and institutions from science, healthcare, public policy, and civil society to strengthen the capacity of health and social care systems to face major crises—such as pandemics, natural disasters, or climate-related emergencies following an "all-hazards" approach. The platform promotes open collaboration and the co-creation of solutions that improve how systems prevent, prepare for, respond to, and recover from emergencies.

P3R3 is based on the principles of equity and inclusion and adopts a One Health/Planetary Health perspective that recognises the close connection between human, environmental, and animal health.

P3R3 structures its work around the four key stages of an emergency:

1. Risk analysis and early warning – identifying and understanding potential threats before they happen.

2. Emergency management – coordinating resources and responses during a crisis.

3. Recovery and rebuilding – restoring systems and services after a crisis has passed.

4. Monitoring and evaluation – learning from experience to improve future preparedness.

To achieve lasting impact, the platform supports improvements in different key components and building blocks of health systems, including:

• Governance and leadership
• Health financing
• Service delivery and infrastructure
• Health workforce
• Medical products and technologies
• Public health services
• Health information systems
• Community participation and empowerment

What Does P3R3 Do?

P3R3 Global works to:

• Build bridges and connect the dots between scientific research, healthcare practice, policymaking, and community action
• Support inclusive planning and training before, during, and after emergencies
• Promote public policies grounded in evidence and equity
• Facilitate meaningful dialogue between institutions and citizens
• Develop practical tools and services that help protect population health in times of crisis

By working together across sectors and disciplines, P3R3 Global contributes to creating stronger, fairer, and more resilient systems—so that societies are better prepared for the challenges of tomorrow.

The activities have initially focused on a local and regional level in Catalonia and Spain, with the aim of expanding across Europe in the coming months. We are actively seeking partners who share our vision and objectives to collaborate in this effort.
