Carlos Illan holds a Master's degree in Development Cooperation and has 25 years of experience as a development cooperation practitioner, working with EU institutions, multilateral organizations, and bilateral donors across Latin America, Southeast Asia, and Sub-Saharan Africa. He brings extensive expertise in strategic thinking, policy cycle management, and policy analysis, ensuring the effective implementation of development initiatives. Carlos also has significant experience in designing fundraising strategies, with a particular focus on securing funding from international donors and competitive sources.
